The NPV of the project depends on the initial investment or initial cash flow, expected future cash flows and the cost of capital. Based on the comparison of the NPV of the future cash flows with the proposed capital investment the feasibility of the project can be established. While working out the NPV the effect of the factors like Sales creation (additional sales), cannibalization (loss of sales), opportunity cost, transfer pricing and fees and royalties on the future cash flows should be taken into account. The Internal Rate of Return (IRR ) is the other criterion that needs to be carefully looked into while deciding on the capital investment.In the case of the proposed capital investment proposals, the NPV and IRR from the projects have been worked out and exhibited in the Appendix. The literature reviews also will finally perform as a source with which to analyse the differing perspectives on these key points identify gaps for argument and highlight key issues associated with going green programme in hospitality. 2.2 Corporate Social Responsibility Definitions and Concepts The field of corporate social responsibility (CSR) has grown considerably over the last decade due to an increasing number of companies formally recognising the impacts they have on the environment, on society and on the economy (Jones et.al, 2006). CSR issues are now being combined into all parts of the business operations. CSR is made in the missions, visions and value statements of companies all around the world (Ofori and Hinson, 2007). Definitions of corporate social responsibility (CSR) have, however, remained an area of deliberation from the concepts very beginnings. A variety of definitions have been framed. The Commission of the European Communities, Brussels (2001, p.6 ) defines CSR as: à ¢Ã¢â€š ¬Ã‚ ¦a concept whereby companies integrate environmental and social concerns in the business operations and in their interactions with their stakeholders on a voluntary basis. Therefore, CSR is not just fulfilling legal responsibilities but may also go beyond compliance to embrace wider social, environmental and economic goals (Brussels, 2001). The concept of CSR is one which has emerged over the last 50 years to occupy a significant role in certain aspects of organisational theory and has only been in wide use since the 1960s (Meehan et al., 2006). CSR was eventually recognised as businesses that are part of society and have the potential to make a positive impact to the social goals (Jones et al., 2006). CSR therefore seems to be synonymous with charitable and voluntary acts by business organisations designed to improve social skills. Conversely, Donaldson and Preston (1995) believe that businesses are not responsible to society but responsible to their stakeholders and view CSR from this perspective. Furthermore, one of most cited definitions of CSR is defined by the World Bank (2003), which defines CSR as the responsibility of businesses to contribute to the sustainable economic development which working with internal stakeholders, the local community, and society to improve the quality of life which is positive for business and development. The similarity among these different definitions of CSR is that companies should engage in CSR behaviour as part of their organisational strategy. Bevan et al. (2004) list nine potential benefits of CSR which include reduced operating costs; improved profitability and financial performance; enhanced capability to innovate; better risk and crisis management; long-term sustainability for companies and the workforce; improved staff commitment and involvement; good relations with government and society; enhanced reputation and brand value; and enhanced customer relationships and increased awareness of customer needs. 2.3 The Sustainability Development of the Hotel Industry International Tourism Partnership (2010) defines the term green in business as initially related to the environmental issues. It also has evolved to include all aspects of corporate social responsibility (CSR) and sustainability. Sloan et al. (2009) define a sustainable hospitality operation as one which manages its resources in such a way that economic, social and environmental benefits are maximised in order to meet the need of the present generation while protecting and increasing opportunities for future generations. According to Green Hotels Association (2010), Green Hotels have gained a foothold in lodging operators contribution to societys concern for the environment which focuses on programmes which are designed to reduce solid waste, save water and save energy. Programme components such as towel rack hangers and sheet-changing cards have achieved positive responses by hotel management staff as well as guests for over ten years. The UK hotel sector would appear to accept that it does have an impact on the environment (Brown, 1996). This is not only confirmed by exploratory research but also through the formation of the International Tourism Partnership (ITP). This view is supported by Alexander and Kennedy (2002) who find that the most wasteful and costly of resources usage in hotels are commonly in the consumption of over water usage, non-renewable energy and also the overall wastage. 2.4 The state of CSR within the Hospitality and Tourism Industry The state of CSR within hospitality and tourism enterprises may be slightly different from that in other businesses. Since 1992, the trend in the hospitality and tourism industry has been to focus on environmental concerns, use of technology, and efficient use of energy (Henderson, 2001). European hospitality organisations have established two initiatives that improve CSR in the European hospitality sector which are European Federation of Food and Agriculture and Tourism Trade Unions (EFFAT) and Green Hotels (Holcomb, 2007). In 2004, the EFFAT and the Confederation of National Associations of Hotels, Cafà ©s and Restaurants in Europe drafted the agreement parameters for employers to sign a joint document on CSR, concerning working conditions, pay, equal opportunity, training, health and safety, and restructuring (The European Agency for Safety and Health at Work, 2008). These combined actions would appear to show the hospitality industrys adoption of and commitment to socially respo nsible behaviour as opposed to externally derived governmental compliance directives. 2.5 Green initiatives, incentives and green wash Nunes and Bennett (2010) list two categories of green initiatives that are operational in the marketplace. Firstly, businesses focus on integrating green features into the design or characteristics of individual products, for instance, developing a laundry detergent that is eco-friendly. Secondly, larger proportions of resources have been committed to reductions in the amount of waste generated and energy used, and also to building green and limiting CO2 emissions from production. In a major study, Alexander and Kennedy (2002) propose a Zero Waste Approach that includes energy efficiency, water conservation and solid waste reduction, which can increase efficiency, provide cost savings, reduce the burden of extraction from and waste to nature, and allow more resources to be available. This view is supported by Nunes and Bennett (2010) who suggest that, ideally, green behaviour should go beyond simply creating a recyclable product to a more holistic incorporation of sustainable values into a corporations core principles and values. For instance, The Hyatt Regency International Hotel in New Zealand developed a project to link energy use with room occupancy which has saved $14,000 of energy annually (Hyatt, 2010). Alexander and Kennedy (2002) suggest that low-flow shower heads and tap aerators are some options for water conservation, which are becoming common among hotel facilities, and the payback period can be three years depending on the extent of the project. For instance, Green Hotels Association (2010) observed water use in the La Quinta Inn, San Antonio that had saved 180,000 gallons of water per year by installing ultra-flow toi lets, low-flow shower heads and aerating taps in each room. Whellams and MacDonald (2007) label the corporations as greenwashers if they spend more on corporate image advertising that boasts about humanitarian programmes than on the programmes themselves, for instance, charities, donations or contributions. Greenwashing can have fatal effects on a companys trustworthiness. This view is supported by Priesnitz (2008) who points out that not only are a firms customers deceived, but, that greenwashing can also ruin relationships with all stakeholders. 2.6 Case study of Accor and Hilton Based on their total room number and location of their hotels, the two hotel groups selected for case study were Accor Hotel Group (Europe) and Hyatt Corporation (USA), being in 2009 the top 10 hotel groups in UK (Caterersearch, 2010). The goals of their Earth Guest programme, launched in 2006, are to reduce water and energy consumption, promote balanced nutrition and to double, in three years, the number of hotels that offer fair-trade products (Accor, 2010). The programme is divided into two parts which are a social responsibility development area (EGO) and an environmental responsibility development area (ECO) (Accor, 2010). EGO is includes programmes for local development, the protection of children, combating of epidemics and the promotion of healthy eating. Besides that, the ECO is includes the reduction of water and energy usage and the preservation of biodiversity, as well as the upgrading of waste sorting and recycling (Accor, 2008 and 2009). The Hoteliers Environmental Charter is Accors internal benchmarking tool and provides the local hotel managers with guidelines for environmentally sustainable business practices. According to the World Travel and Tourism Council (2010), the 88% of 4,000 Accors properties has adopted Hoteliers Environmental Charter. The Charter gives hotel managers and employees clear instructions on how resources can be saved in the areas of energy, water and waste (Accor, 2008). The first and second point of Hoteliers Environmental Charter considers is energy and water (Accor, 2010). Compact fluorescent light bulbs are used in 82% hotels for areas that remain light 24 hours a day (Accor, 2010). Accor also continued to promote the use of renewable energy sources, installing solar-powered hot water systems in 32 hotels in 2009, with a total of 99 hotels now equipped worldwide (Accor, 2009). Accor is actively involved in water conservation measures and water usage per occupied room, total was reduced 4% between 2006 and 2009 (Accor, 2009). Moreover, flow-regulators have now been installed in showers and faucets in 89% of hotels (Accor, 2009). Accor actively promotes waste sorting and recycling as well as eco-designed products for instance, 51% of hotels recover paper, cardboard and glass (Accor, 2008). CHAPTER THREE Methodology 3.1 Introduction In this research, in order to obtain the broad of knowledge about environmental operating practise in the hotel industry, a wide range of secondary sources will be reviewed. In addition, research strategy adopted was to conduct multiple case studies in two top hotel and Marriott companies in Europe and the USA. The main data collection techniques used in this research study was documentation analysis and content analysis. This chapter is divided into three sections. First, the interpretive stance in the field of information system is examined; second section is about the construction of the secondary research design which deals with the research design and covers the reasons for selecting resources; third section is describes the research approach followed in case study research. 3.2 Research Design Currently, the secondary literatures have increase rapidly, particularly as new resources which are developed or ready through the internet (Saunders et al., 2009). In this research project, secondary research will allow the research to incorporate suitable and reliable data of green operation initiative in hospitality, so that all the gathered data can respond to the research questions relating to the green activities of hotel in Europe and the USA. Secondary research differs from primary research in the collection of the documentary is not the responsibility of the analyst. Stewart and Kamins (1993) was point out that the analyst enters the picture after the data collection effort is over in secondary research. On the other hand, in primary research, the analyst is responsible for the design of research, the collection of data and the analysis and summary of the information (Stewart and Kamins, 1993). Secondary data although, has lack of direct control of the date, type, and procedure for collecting and recording of the data (Sauder et al, 2009), however, secondary data is more financial and time saving. For instance, secondary data particularly not necessary to wait for or pay to marketing researchers for a research project to collect primary data. By using secondary data, author can has more time and effort in analysing and interpreting the data, as it has already been collected. Secondary research moreover may increase the quality of the research by targeting the real dilemma and mistakes. Consultation on secondary resources increases the efficiency of the research by targeting real gaps and oversights in knowledge. Primary research therefore has not been used in this project due to the wide variety of secondary data has been found. Primary research methods such as, questionnaires or interviews will not provide relevant information for this topic. On this basis, it can be concluded that secondary research is the main source of information provided in this study including information from academic journals, books, corporate reports and internet. Nevertheless, author should analyse cautiously the information gathered to determine its validity and reliability. This is because the research only uses one kind of research models and the argument generated about research topic. 3.3 Sources of Data 3.3.1 Secondary Data Secondary research data is the key resource of information incorporate in this research proposal. However, the different secondary resources might have different type of information. A guideline for obtain valid and reliable information from different resources therefore, has been designed which can found in Table 2. Contrasting Principles of Classical and Operant Conditioning Essay

Learning is a very important part of Psychology and it has been defined as ‘any relatively permanent change in behaviour, or behaviour potential, produced by experience’ (Baron, p.169). Learning is a key process in human behaviour; it can play an important role in most of the activities we do. Even though the effects of learning are extremely diverse, most psychologists believe that learning occurs in several basic forms: conditioning – classical and operant and observational learning. Myers defined conditioning as ‘the process of learning associations’. Classical conditioning is where the stimulus serves as a signal for the occurrence of a second stimulus. (Learning to associate two stimuli’s together). In classical conditioning we are able to acquire information about the relations between various stimuli and not just simple associations between them. The most famous research for classical conditioning comes from Ivan Pavlov in 1927. During Pavlov’s research into salivary secretion in dogs he noticed that when he put food into a dog’s mouth it would salivate. He then found that if he worked repeatedly with the same dog it would salivate to stimuli associated with food such as the sight of food, the food dish or the presence of the person who brought the food. Because of what Pavlov found he then chose to study learning, which he hoped might enable him to better understand what was happening. Pavlov and his assistants began work by pairing various neutral stimuli such as sound when food was present in the dog’s mouth to see if the dog would eventually learn to salivate to the just the sound on it’s own. ... ...viour due to a reinforcer and are only likely to show the desired behaviour if it’s reinforced and so this behaviour is unlikely to be a permanent change compared to classical conditioning which has much high chances of remaining. Dystopian Society Essay

A world composed of dystopian elements, hope and dreams are shattered, bashed by the greater power of the antagonist. Such a place of melancholy is unheard of in the society of today because the human race has been fortunate as to steered off from making those bad, negative decisions. Americans live head up high, carefree of the problems of 3rd world nations and arrogant when it comes to the topic of superiority all because of how spoiled they have gotten throughout the ages. They live such an easy, simplistic lifestyle. But in the tales of both Wall-E and Fahrenheit 451, ignorance and oppression has seized their once brilliant world. Human misery has been engraved into each of their members starting at birth and everything has turned into a test of brute force with only the strong surviving. It is a â€Å"dog eat dog world. † Even though they both face misery and limitations, many elements between these two worlds are different. Those being how their societies are treated by their head leaders and many others. In the pixilated movie of Wall-E, dystopian elements are present when humans have been detrimental to their home planet. Rather than taking the time and effort to recover Earth to its former glory, the irrational people prioritize on building a ship and abandoning Earth for the time being. They try to find a new utopia in the universe, similar to the living conditions of Earth. However, they live in a paradox as their new lives in a place they hoped to improve render them lethargic and ignorant. Ironically, the robots built by the humans seem to have more depth and dynamics in their thoughts and characters. The novel, Fahrenheit 451, is a tale about a young man’s adventure when his eyes finally open up and learns how to differentiate the good from the corruption and the deception spoon fed to him by his upper leaders. Though convinced that society is wonderful and prosperous through the usage of brainwashing, the presence of human misery can be felt from miles apart. Many similarities are revealed between the two masterpieces. One being that they are both in a state of dystopia due to how miserable both societies are. Even though signs of sadness are not shown, deep inside every civilian’s mind, it is guaranteed to be present. They both had something taken away from them, those being the Earth and books. Deprived of their once cherished belongings, both colonies tried to fill the void with an alternative, a new planet and tv parlors. They also rely heavily on technology which in turn makes society not emphasize the importance of personal hygiene, face to face communication, and the moral belief that not everything revolves around them. Even though they both live in tragedy, depressed and ignorant day by day, many differences are shown throughout. In Fahrenheit 451, the main cause of the dystopian society was the censorship of books and the criticism on the academically advanced. However, in Wall-E, ignorance and the state of being lethargic caused its society’s downfall. In the end, a dystopian world is simply a world of corruption. Filled with tragedy, feelings of emptiness, and depression, a sad life is guaranteed to all of its society.

The Stamp Act essays Once again, the question of who is sovereign created problems for the colonies. England produced a series of acts as a response to the province's rebellion. The Stamp Act raised port duties on certain items imported from the West Indies, such as sugar, coffee, and wine. This act was enforced by the British troops established within the colonies. This strategic move by the troops forbade the colonies from smuggling in other items. The Currency Act forbade the colonies from printing their own money. In 1865, England repealed the Stamp Act in response to the province's protests. The province's reasoning was that parliament is sovereign in the empire and can only raise taxes to regulate trade, not to generate revenues. The Quartering Act was passed by England so that on the occasion that the colonies misbehaved, they would send over more troops. With this condition, the colonies were also responsible for housing and feeding the troops. In 1767, the Townsend Act gave England's parliament the right to tax the colonists on lead, paper, printers, and tea. This also enraged the colonists, for this tax was solely for raising England's revenues. The Boston Massacre came as a result of the colonists reaction to the tea tax. At first, East India did not have to pay tax on tea, but the provinces did. Therefore, the colonists dressed as Indians and threw off the boat into the water East India's tea. In response to their rebellion, England passed the Coercive Act, which shut down the port and arrested the colonists involved. These acts passed by England's parliament raised the question of whether the King has the right to tax the colonies without the colonies having representation. The escape to Switzerland seemed too perfect for a book that set a tone of ugliness in the world that was only dotted with pure love like Henry's and Cat's and I knew the story couldn't end with bliss in the slopes of Montreux. In a world where the abstracts of glory, honor, and sacrifice meant little to Frederick, his physical association with Catherine was the only thing he had and it was taken away from him long before she died. The love that Frederick and Catherine had for each other was more than could be explained in words and Frederick makes it known that words are not really effective at describing the flesh and blood details. Their love during an ugly war was not to be recreated or modeled even as much as through a baby conceived by their love. The baby could not be born alive because their love was beautiful yet doomed so that nothing could come out of it. Hemingway's language is effective in leaving much to the readers interpretation and allowing a different image to form in each readers mind. The simple sentences and incomplete descriptions frees your imagination and inspires each person to develop their own bitter love story.

Despite the two perspectives outlined above that promote the need for aligning the compensation of executives with their performance, division 1 coaches and other football coaches are not paid according to their performance. Both perspectives prescribe that the compensation of employees should be increase as the performance of the employees increase. However, Darrough and Melumad (73) note that there is a weak effect of agency theory on the performance measures of CEO and football coaches. In a study conducted by Jensen and Murphy (1990a), it was established that an increase in the value of shareholders by $1000 led to only a $3 increase in the compensation of CEOs. Therefore, i t was concluded that the compensation offered to CEO and football coaches is independent of their performance. This study seeks to establish whether the compensation of division-1 football coaches relies on their performance and whether it is related to compensation of CEOs. Problem Statement The compensation of most employees follows the agency theory, which postulates that the compensation of employees should follow their performance. An employee whose performance is high should receive a high compensation and vice versa. The need for the compensation to be aligned to the performance of the employee is based on the perspective of the moral hazard and that of the adverse selection. Despite these perspectives and the agency theory, not all employees are paid based on performance. For instance, the salaries of division one coaches and CEOs seems not to follow the agency theory given that an increase in the performance of the organization only leads to a small increase their pay (Bank er Plehn-Dujowich and Xian 56). This has led many scholars to conclude that the compensation of football coaches does not follow the agency theory. Moreover, in some cases, the compensation of the coaches is not aligned to that of CEOs of other firms (Bushman Indjejikian and Smith 56). Due to these issues, it is necessary to determine the factors that affect the compensation of division 1 coaches in NCAA. The division 1 football coach compensation is affected by other factors apart from the performance such as the training of the coach, the level of employment whether the coach is an overall coach or a coach that coaches only a given group such as forwards, center or backwards. The study draws close attention to the health care provided by nurses as regards to patient safety with key measures being the errors and their frequency of occurrence. The implication of this study therefore is to sensitize the health care providers on the medication administration rights and how to apply them to reduce medication errors. A medication error is any event which is preventable that may lead to improper medication use or patient injury while the medication is in the control of a health care professional, consumer or patient. Under the state laws, injury to a patient that arises as a consequence of negligence or medical malpractice, results in a tort (Cima et al, 2012). This is punishable under a court of law. Medication errors may be related to professional practice, health care products, systems and procedure. Poor drug prescription including order communication, labeling of drugs, nomenclature, compounding, dispensing, administration and use are among the major medication errors. Therefore, there should be minimal or no room at all for errors especially human that may lead to injury of any form on a patient. There are nursing guidelines that govern nurses to help them prevent medication errors (Sherwood, 2012. ... Referendums: Arguments For and Against What are the arguments for and against the holding of popular referendums? Under what circumstances, if any, should they be held? The referendum has its origins in direct democracy, and can therefore be dated back to the 5th Century BC in the Greek city state of Athens. The concept of a referendum has changed and developed in line with democracy and can now be found in a number of differing forms throughout the developed world. A referendum is broadly defined by the Oxford English Dictionary as â€Å"a general vote by the electorate on a single political question†; however this definition fails to make distinctions between the many types of referendum which exist, or the modern day importance of referendums. In an initial classification there are three types of referendum as defined by the Britannica Concise Encyclopaedia. Obligatory referendums; which are required by law, optional referendums; which are put on the ballot when a sufficient number of voters sign a petition demanding that a law passed by the legislature be ratified by the people, and voluntary referendums; when legislatures submit to voter s to decide an issue or to test public opinion. There are a number of widely credited arguments both for and against the holding of popular referendums, however, there are only a few key ideas encapsulated in these arguments. Those in favour of referendums generally tend to point out that they; promote political participation and increase voter knowledge on issues as well as helping to strengthen democracy and further legitimate the government. Whilst arguments against referendums concentrate on ideas; that the public are ill equipped to make important political decisions, and that the information they do have is distorted through media influence, that referendums only provide an idea of public opinion at that one point in time, and that referendums weaken and remove power from the representative institutions elected by the public. The holding of popular referendums is key in a democratic system where the people are becoming, not only disengaged but disinterested in the political process as a whole. The use of referendums can help to counter this affect, provided that clear guidelines are set for when a referendum should take place. The word democracy comes from the Latin demos meaning the people and kratos meaning power or rule (OED); rule by the people. The practicalities of this literal definition, often referred to as direct democracy, are almost impossible in our world today, where in the UK in 2005 there were 44,245,939 people registered to vote (www.idea.int)[1]. However, representative democracy is a â€Å"limited and indirect form of democracy† (Heywood 2007:74) which relies on, in most cases, an electoral mandate for legitimacy. This electoral mandate has been called into question on a number of occasions in modern political history, most notably in the US presidential election of 2005 between George W Bush and Al Gore, and again in the UK General Election of 2005. Referendums could be seen in a modern political context as a stepping stone between direct and representative democracy. It is fair to say that in the majority of developed political societies people have the opportunity to vote into office representatives whom they believe to share policy views with. However, it would be impossible for any political party to represent all the views of its members and supporters, as a result parties may include certain policy promises in their manifestos that their voters do not want to see implemented (Caramani 2008:254). This, along with the fact that people vote for parties for such a wide range of reasons, mean that it is not possible to conclude that peoples policy preferences are the same as the party they vote for (Setala 1999: 14-16). Therefore, a referendum allows the public to show a direct opinion on a specific policy matter they would otherwise be impossible. Linked to the idea that referendums strengthen democracy with regards to policy decisions, there is also the theory that they legitimate government between elections. The period between major governmental elections is, in many countries, several years. In this time period governments can, for the most part, make decisions without any public consultation. There is therefore a danger that although these officials are elected as representatives, it is only the opposition parties and the checks and balances outlined in constitutions that prevent them from deviating from their original promises. Referendums allow the government to not only gauge public opinion on policy but also to make clear that the decisions they are making are in line with public attitude on issues concerning them, therefore providing another check against the power of government. Opponents to referendums argue that instead of strengthening democracy and legitimising government they in fact weaken the political system by removing power from elected bodies. Representative democracy is founded on the principle that elected officials represent the views of the people and make decisions on their behalf; therefore a referendum undermines this principle. Sir Patrick Nairne observed that â€Å"if Members of Parliament are elected to settle national issues of major policy brought before them by the Government, is it right to throw such issues back to the voters to settle† (Qvotrup 2005:23). This argument concerning the weakening of bodies is, although worth acknowledging, very limited in its view on referendums. It concentrates for the most part on the idea that referendums remove decision making power from elected bodies and would therefore render them both less effective and less powerful. However, this is an extreme view that fails to recognise that referend ums can be used to aid governments as well as the people, and provide a vital link between the two, as has already been argued. In the majority of political systems across the world we are witnessing a worrying downward trend in voter turnout. This can be attributed to a number of causes including; partisan dealignment, disenchantment with the political system and indifference to politics. Referendums can be used to help promote political participation by enabling the electorate to become better educated and informed and therefore reduce the feeling of alienation (Heywood 2007:250). By providing people with the opportunity to participate in referendums they are presented with the opportunity to educate and inform themselves on political issues. There is clearly a link between an informed electorate and higher levels of political participation, as Verba, Schlozman and Brady (1995) argue. This correlation arises from the fact that a more politically educated electorate is able understand the workings of government, and the issues affecting them; therefore seek to bring about change. Switzerland was one of the f irst countries to introduce referendums to make decisions on proposed legislation. Although turnout figures in Switzerland are not very high, around 45% (www.idea.int)[2], it can be argued that the Swiss people are more politically active than turnout figures show due to the fact that there is such a large number of referendums not everyone votes in all of them, and also that they are more involved with political parties and in other ways than most other countries. Aside from elections there are very few ways in which citizens can directly influence political decisions. There are provisions in most democratic countries for the electorate to have some personal contact with their representative, however for the most part people do not make use of this tool because they believe it to be ineffectual; issues raised in these arenas rarely have an effect on the outcome of policy. People are also able to join political parties yet; again, they are faced with the same problems of ineffectuality. A referendum therefore provides an answer to increasing ways for the electorate to positively participate in politics. A binding referendum permits the public to make the final decision on a specific policy, although these types of referendums are not widely used, it is rare for a government to go against the public even in a non-binding referendum. In 1975 the UK, both electorate and government, was divided over whether or not it should continue its membership in the European Economic Community. The overwhelming â€Å"Yes† vote to stay in Europe was upheld by the Labour government of the time, although it was not a binding referendum, and was hailed as a â€Å"historic decision† by Prime Minister Harold Wilson (www.bbc.co.uk/news)[3]. The counter arguments to increased political participation and voter knowledge through referendums are that; in fact, referendums can cause voter fatigue and decrease participation, and that the public are ill equipped to make important political decisions. The first of these arguments relies on the premise that the public would be able to vote on all or a large number of policies. However, this move back to direct democracy is not desirable for the public or the government; presenting the public with such a large number of opportunities to vote could indeed cause voting fatigue. There is a compromise to be found between allowing the public to vote on all policy and not allowing them to vote on it at all. The latter of these criticisms on referendums concern voter knowledge. It is ignorant to assume that the electorate are either not informed, or are unable, to educate themselves on political issues put to them in referendums. If people are able to vote and presumably make an informed decision on which political party they wish to represent them they are equally able to do so in a referendum. Critics argue that information is distorted through the media prior to referendums, and this is a problem worth considering. During the first referendum on the Lisbon Treaty in Ireland two of Rupert Murdochs biggest selling newspapers The Irish Sun and The Sunday Times were seen as going â€Å"hell for leather on a No vote† (www.guardian.co.uk)[4]; similarly the media coverage on the 1975 Common Market Referendum was heavily biased to the â€Å"Yes† campaign, it has been estimated that twenty times the amount of money was available to this campaign than to the â€Å"No† campa ign (www.europeansinglecurrency.com/referendum)[5]. Although in these instances the media seemed to have an influence on the final outcome there are other, more fundamental, factors which influence peoples decisions, the American political scientist John Zaller encapsulates this idea; â€Å"Every opinion is a marriage of information and predisposition† (Zaller 1992:6). For referendums to be used effectively it is important that the circumstances in which they should be held are clearly defined and upheld by law. When considering this point one must take into account that referendums should not used in a way that, as many opponents argue, undermines the authority of the elected bodies in a representative democracy. An answer to this is that referendums should only be used in matters of constitutional importance and not for other policy decisions. It is, after all, constitutions which safeguard the fundamental rights of the electorate as well as preventing the misuse of power by elected bodies (Dahl 2000: 124-127). However, only allowing people to vote on constitutional changes is very limiting, especially if the issue directly influences the way in which they live, and there may also be instances in which the government wishes to hold a referendum on another issue, therefore a wider definition for circumstances must be found. It would be almost impo ssible to define exactly which policy areas the electorate should be able to vote on in referendums. There are obviously issues on which it would be inappropriate to have a referendum, taxes are an obvious example; there are complex issues on which the public would probably not have the time or adequate resources to inform themselves on and which have no real affect on them, for example defence policies. Therefore the best course of action would probably be to allow the elected body to decide in these instances which policies it is sensible to put to a referendum. Australia, in fact follows these basic guidelines for holding referendums to great success. Compulsory national referendums are â€Å"held to approve government-proposed changes to the Australian Constitution†, the constitution specifies this; furthermore the government can also conduct optional referendums or ‘plebiscites to decide on matters outside of the constitution (www.wikipedia.org)[6]. This system of conducting referendums is ideal because the electorate are guaranteed a vote on constitutional issues as well as being given the opportunity, when appropriate, to vote on other policy matters. Referendums provide a vital direct link between government and the electorate which is otherwise unseen in representative democracies. They can help to promote political participation as well as creating a better informed electorate; they also strengthen democracy in modern society. Yet referendums, despite all of this are often criticised for the way in which they weaken elected bodies and do not provide a true gauge on public opinion, largely due to media influence. However, as has been argued none of these arguments hold much weight, especially in the face of a system where the use of referendums have clear guidelines, as in Australia, to be used for constitutional amendments and wherever else is seen as fit by the elected bodies in power. Referendums are a tool which should be used more widely in todays political systems of democracy as they are a manageable and positive step towards a hybrid political system which effectively combines representative and direct democracy.
